Hello Mike, you will still need a 3.5 ton HVAC system. SEER is a measure of energy efficiency, not cooling/heating output. The cooling output should stay the same but if you upgrade from 12 SEER to 21 SEER, you will reduce your cooling/heating bills by more than 40%.
