How do you check if the backup heat is working?

Generally we confirm power to the backup heat, fuel to it, and when the heat pump isn’t handling the load, look for the backup heater (s – if it’s electric) to turn on; if not confirm power, check relays, then suspect the control board. How do I check! The coils won’t get hot on the auxiliary heat!
